US tech giants Amazon and Microsoft are supporting the GAIN AI Act, which aims to further restrict chipmaker Nvidia’s exports to China. According to the Wall Street Journal, the regulation is also supported by Anthropic.
The GAIN (Guaranteed Access and Innovation for National Artificial Intelligence) bill has been included under the National Defense Authorization Act.
The regulation requires AI chip manufacturers to meet domestic demand for advanced processors first, and then sell to foreign customers.Microsoft has openly supported the bill, while executives in Amazon’s cloud unit have reportedly informed Senate staff that they support the bill. In contrast, Meta and Google have not yet issued an official statement; Similarly, US President Donald Trump has not taken a position on the issue.
According to the news, White House officials stated that the Commerce Department already regulates chip exports, indicating that the bill’s impact may be limited.
Nvidia argues that if the bill is enacted, its global competitiveness will weaken and access to computing capacity will decrease for other countries. The bill reflects Washington’s concerns that China could gain military power by accessing advanced artificial intelligence technologies.
